Establish a complete network of urban bicycle paths, services and amenities.
Courtyards and public facilities, such as universities and parks, should be opened to bicyclists.
Integrated bike networks should be constructed to create congestion-free and safe environments for cyclists.
Prioritized bike signals should be installed along main bike paths and roadways.
Sufficient space for cycling should be provided around important transportation hubs (such as subways, light-rail stations and bus stops) to link cycling and other modes of transportation;
Sufficient and safe bike parking spaces and repair services should be provided around business parks, office buildings, residential developments and shopping centers;
Public buildings such as shopping malls and restaurants should be opened to cyclists with sufficient and safe bicycle parking;
Bicycle rental networks should be established along main streets and large residential blocks as a part of public infrastructure.
Ensure cyclists¨ rights to the road and improve traffic safety.
Motor vehicle lanes should be separated from bike paths by bars, trees, green belts or isolation strips to prevent cars from entering.
Vehicle parking spaces should not occupy bike lanes.
Bus stops should be relocated if they block bike lanes.
Lower vehicle speed limits on major roadways to ensure the safety of the cyclists and pedestrians;
  Safety islands should be set up at intersections. ,
Pedestrians and bikes should be given priority for right turns before motor vehicles to avoid traffic conflicts.
Give bicycles priority in historical areas in cities.
The evidence shows that in China many historical sites are also the most congested areas in the cities. At the same time, cars and construction activities are threatening these traditional areas. Therefore, we propose making bicycling the main mode of transportation in historical areas as a way to protect Chinese culture. Take Beijing as an example, priority should be given to cyclists, pedestrians and minibuses in area inside the 2nd Ring Road as well as the Houhai and Qianmen Dashilan areas.
 
In order to give a clearer illustration of our technical solutions, we have created a flash presentation showing the necessity of opening courtyards and public facilities. We have selected the Olympic Park located in the central axis of Beijing, which has bike lanes and other transportation facilities, but these are available for use only to visitors to the Park and not open to the public. We hope our recommendation is adopted so that Beijing can be a more bicycle-friendly city.
